ECO2701: Development Economics I
For this task, you will write a policy brief summarizing a recent paper. You can find a list of eligible papers on Quercus. I recommend choosing a paper on a topic of your interest. If you want to write the policy brief for a paper that is not on the list posted on Quercus, you need to discuss it with me first.
The policy brief should have up to 1500 words (ideally, no more than 1000 words) and follow the guidelines recommended by the International Development Research Centre. You should use pictures and diagrams to persuade the reader. The policy brief is not a summary of a paper.
Below, I describe the general components of the policy brief, but I recommend you read the guidelines in more detail.
• Executive Summary: a short summary of the paper.
• Introduction: In one or two paragraphs, define why you are writing the brief and express the urgency and importance of the topic to your audience.
• Research Overview: Provide a summary of the facts to describe the issues, contexts, and research methods. Focus on two main elements: the research approach and the research results.
• Discussion/ Analysis of Research Findings: this section should interpret the data in a way that is accessible and clearly connected to your policy advice.
• Conclusions and Policy Recommendations: This final section of the policy brief should detail the actions recommended by the research findings
You can also find examples of policy briefs on the J-PAL and IPA websites, and follow a similar structure.
The policy brief should be a document that stands on its own when given to policymakers with non-technical knowledge. The document should use clear and non-technical language. The purpose is to inform readers about the paper and to persuade them of the importance of the results for policy decisions. In addition to the clarity of the policy brief, the general understanding of the paper and the use of correct economics and statistical concepts will also affect the grade.

Executive Summary
Brown and Andrabi talk about how it is difficult for schools to identify good teachers. They also discuss how attracting and retaining quality teachers have a significant social effect. The authors address three questions: Does performance compensation encourage instructors to be sorted favorably? How much information is shared asymmetrically between instructors and schools? What influences positive sorting? The study is focused on an experimental project in Pakistan to identify whether performance pay affects content delivery among teachers.
Introduction
The teacher is the most significant input in the education process. However, because schools need to observe teacher quality better, it isn't easy to screen instructors efficiently. Less than five percent of the variance in teacher value-added can be accounted for by factors that schools have access to, such as college grades, experience, qualifications, and interview scores. This issue is not specific to schools. The majority of businesses need help finding and keeping top-notch workers. Poor-quality education is a common experience for pupils in developing nations. For instance, twenty percent of students in Pakistan cannot read a basic phrase or complete a two-digit subtraction problem after five years of instruction (Brown & Andrabi, 2021). However, there is a wide range in the caliber of teachers. In Pakistan, the quantity of learning that occurs over the academic year depends on whether a student is allocated a teacher in the fifth or ninety-fifth percentile.
Schools need help figuring out who will become effective teachers. Less than five percent of the difference in teacher quality can be attributed to the factors that schools had access to at the time of recruiting, including interview scores. Employers may need help identifying effective instructors, although teachers (or prospective teachers) may be well aware of their abilities (Brown & Andrabi, 2021). Schools may be able to identify the best instructors by using teachers' "private information" about their abilities. Performance incentives, which should, in principle, be more appealing to high performers, might be one approach to elicit this information and enable better instructors to self-select into teaching.
Research Overview
Performance pay contracts were examined in the study to see if they helped schools hire and keep better teachers. In 243 schools all around Pakistan, the research performed a two-year trial with 7,000 instructors (Brown & Andrabi, 2021). The study allowed teachers to choose between a flat rise or a raise based on performance for their contract for the upcoming year. The research informed instructors that their options might be adopted.
