Social Sciences: Navigating US-China relations on Maritime Security

Other (Not Listed) Instructions:

US-China tensions are likely to continue irrespective of the fact that there is a new administration in Washington. This is because there is growing bi-partisan consensus in the US that reframes China from a competitor (whose rise must be accommodated) to a rival and threat that must be confronted, opposed and pushed back. How will this dynamic affect the foreign policy options of a country, like Canada, that is part of the Western alliance system and how can countries best navigate their relationship with both the US and China in such a scenario.
With increasing maritime insecurity between the United States and the People’s Republic of China in the South China Sea there is risk for that insecurity to spill into Arctic affairs. As an Arctic State, maritime security is paramount to Canadian interests and thus militarization in the Arctic should be prevented before it’s too late.
Note that this is a POLICY BRIEF and should follow the order of; 1) Issue. 2) Background. 3) Policy Relevance (focus on militarization, and Peace & Security). 4) Policy Recommendations (should be innovative). The issue should be short, direct and concise, and background should not be too long. Though the brief is looking into US-China relations, policy relevance and recommendations should be attached to Canadian foreign policy. Think of yourself as an analyst for the Canadian Foreign Affairs department and being asked to come up with this brief.

Navigating US-China Relationship on Maritime Security
Statement of Issue
A significant dysfunction in Canada's foreign policy has been exposed with the country's inability to navigate the rivalry between the United States and China. The blossoming Superpower conflict between a rapidly rising China and the dominant United States has uncovered Canada's vulnerability making it the battleground of the two nations, which are more inclined to manipulating Canada's rule of law for their political gains. Without a proper foreign policy that clearly defines Canada's Stand amid the superpower conflict between the U.S. and China, Canada's interests in the arctic space are likely to be eroded by the U.S. and China's competition over the polar region.
Background
Both the United States and China are Canada's most significant international partners, with the United States being the most significant trade partner, followed by China (Sarty, 2020). Being Canada's two largest business partners, the country is afraid to lose ties with either of the two countries as any such occurrence might result in a more massive economic blow. Secondly, Canada and the United States' proximity, plus the fact that the two countries share the largest borderline globally (Havnes & Seland, 2019), makes it even harder for Canada to want to lose its ties with America. On the other hand, China's rapid industrialization growth makes it a more promising trade partner, especially in the lucrative arctic region. Some researchers have dubbed the second or new Middle East (Lackenbauer et al., 2018) due to the enormous resources in the area that are yet to be exploited.
China is no doubt a significant investor and a customer not only in the Arctic region but in different parts of the world where it has proven its worth in the resource industry, thanks to its status as one of the best-funded state-owned enterprises (Poirier, 2020). However, various Arctic States members have raised suspicion over china's involvement in the arctic region. Arctic member states led by the United States, Sweden, Denmark, and Norway, have singled out China as a threat (Lackenbauer et al., 2018). The countries claim that China's involvement in the arctic region is a barrier to attaining a rule-based international order, citing its aggressive pattern behaviors in other areas such as South China Seas and East China Seas. Such suspicion, therefore, is likely to affect Canada's partnership with China concerning the exploitation of the arctic region's resources.
Finally, Chinese military presence around the polar area is also an issue that is another bone of contention between China, Canada. The U.S. While Canada's foreign policy prioritizes exercising sovereignty around the arctic region, and the United States seems to prioritize security (Havnes & Seland, 2019). This aspect appears to be affected by the Chinese military's presence in the region. A Chinese a...
